Preheat the oven to 180 C.
Season fish with salt and pepper and place on the baking tray.

Bake fish for 20 minutes.

Meanwhile, in a preheated to medium-high-heat pan with the olive oil, add the onion, celery, garlic, peppers, and carrots and cook them until soft, for about 10 minutes, stirring occasionally.

Then season with spices, salt and pepper, add beans and water to cover the vegetable and cook for another 10-15 minutes.
